Personal conditions

Prior to installation, the candidate must:

<< have carried out a practical training course lasting 6 months and have a certificate from the Prefecture proving that the course has been taken (required only for candidates born after 01/01/1971),

<< make a request for grants to the DDAF, with the assistance of the ADASEA and inform the bank he has chosen to finance his installation.

<< take part in an installation preparation course (lasting at least 40 hours),

<< present an installation project drawn up on the basis of the provisional installation study (PDE, plan de développement de l'exploitation).

For candidates setting up as a secondary activity, the provisional available agricultural income must be over 50% of the minimum county income. Professional incomes of both agricultural and non-agricultural origins must not exceed 140% of the NRI.

This ceiling does not apply to applications for MTS-Young Farmers loans only.

:::> For calculation of the available income, account is taken of income from agricultural and forestry production activities and, where applicable, of tourist or other activities, which are an extension of the act of production and which are based on the farm.

Within the limit of 20% of the NRI, income from land maintenance activitiescarried out off the farm can also be taken into account.

The PDE drawn up by a young farmer with the help of an advisor of his choice, specifies in particular the state of the farm, the candidate’s financial position, his cash requirements and his forecasts in terms of investment, production and sales. 

Coherence of the study’s aims with the farm’s potential is also checked and compared with the county’s technical-economic data.

Financing of the installation project is the object of a plan negotiated by the candidate with the bank he has chosen.


Commitments to be made

Prior to installation, the candidate must:

<< undertake to become a full-time or part-time farmer within one year and remain as such for at least 5 years. 

<< keep over this 5 year period management accounts to be transmitted annually to the DDAF (in summary form),

<< choose, within one year, the simplified VAT regime and not reject this choice for at least 5 years,

<< carry out any technical, economic and financial monitoring that may be prescribed by the Prefect,

<<
 carry out, within a period of 3 years counting from the date of installation, work to bring the equipment taken over up to standard,

<< meet the minimum standards required in terms of hygiene and animal well-being within a period of 3 years counting from the date of installation,

<< take ad hoc training in case of gradual acquisition of professional qualifications,

<< reimburse grants in case of failure to comply with any one of the above-mentioned commitments

<< inform the authorities of any substantial change made to his project,
submit to any on-site checking.


Commitment by spouses

Installation grants may be granted to both spouses, in the following two cases:

<< simultaneous or successive installation in the same non-profit making or commercial company, with an agricultural objective, where the majority of capital is held by full-time farmers,

<< separate installation
In cases where the spouse performs (or carries out later) on the farm a full-time agricultural activity, installation grants allocated to the farm manager may be increased.    

:::> the request must be made within a maximum period of 3 years after the date of installation of the farm manager.

Grants are increased on sight of an additional clause to the PIS, showing substantial modification to the initial project.
