Who comprises it?

The County Agricultural Orientation Commission comprises the authorities and Professional Agricultural Organisations in the county:

- Members by law (DDAF, Chamber of Agriculture, Mutualité Sociale Agricole, representative professional agricultural trade unions, credit establishments). Since the 1999 LOA, the County Agricultural Orientation Commission includes 7 new participants including representatives from nature protection associations, consumers, craftsmen, etc.

- “Experts”, nominated by the Prefect, who will examine your project from an economic, social and environmental angle.




SAFER are not members by law of CDOA, but may have the status of “guest member” depending on the prefect’s decision.


What does it do?

It gives its opinion on:

  • Young farmers’ installation projects
  • Public subsidies granted within the context of farm modernisation
  • Individual requests to enlarge farms
  • Requests for authorisation to farm
  • Allocation of quotas, transfer of rights to bonuses


More generally it is consulted every time the prefect has to define priorities within the context of orientations set by the national rural development plan (plan de développement rural national - PDRN).


What is its role?

It implements Community, national and county policies for working with farmers. That is to say:

Maintaining a maximum number of active farmers with an income close to the reference income for the county.

Reinforcing family farms,

Avoiding the breaking up of viable farms.


In practice

After depositing the file for one of above cases with the County Agricultural Orientation Commission:


Examination of your file

The County Agricultural Orientation Commission gives a favourable opinion, an unfavourable opinion, or adjourns the file (request for more details, etc.).

A favourable opinion may be accompanied by recommendations (technical monitoring, management, etc.)

After the opinion given by the County Agricultural Orientation Commission, the Prefect (or his representative – the DDAF) takes a final decision.

This decision is sent to you by the DDAF.
