Article 14 of the law n°2003-1119 of 26th November 2003 relating to the residence of foreigners in France (Official Journal of 27th) changed the provisions of the law on the residence of community nationals. Henceforth community nationals wishing to live in France on a habitual basis are no longer required to hold a residence permit, except in some specific cases. 

You are a national of a European Union country (EU) or of the European Economic Space. By virtue of the principle of freedom of movement of workers, you do not need a work permit.

Moving in

You must ensure with the sellers that neither the electricity supply nor the telephone line are cut off, but a few days prior to signature, EDF (electricity board) must be informed of the change in the name of the owners.
 
For the telephone line (Télécom): you must go to the offices and have a new line opened up in your name.
